On 27.08.2026, I signed a petition to the Petitions Committee of the German Bundestag (Annex 191_F2). Transmission by post/fax is forthcoming; the transmission evidence will be supplied later.
Subject: the ban on my video calls imposed on 17.07.2026 by Heidering prison (JVA Heidering) — expressly in connection with a video statement of 02.06.2026 that was also addressed to members of the German Bundestag. When the ban was imposed, not a word was said about the substance of the allegations it raised against Judge Groß and Senior Prosecutor Wachs; a written decision containing information on legal remedies was initially not handed over.
Legal assessment: The petition explains why a sanction imposed in temporal and substantive connection with a statement addressed to the Bundestag affects freedom of expression (Art. 5 para. 1 GG) and the right of petition itself (Art. 17 GG).
Requests to the Committee: examine compatibility with Art. 5 and 17 GG; obtain a statement from the Senate administration for justice on the legal basis; take note of the ongoing proceedings under § 109 StVollzG (LG Berlin I, case reference 595 StVK 126/26 Vollz).
Commentary — assessment by Dmitry Bagrash
I do not claim that every restriction on means of communication in prison is unlawful, nor do I claim that the people involved acted out of personal malice. My allegation is narrower: the measure was expressly justified by the content of an expression of opinion addressed to the Bundestag rather than a specific breach of a rule.

Correction of 02.09.2026: this petition was never received
The petition was signed on 27.08.2026 and given for transmission by fax. However, the Petitions Committee of the German Bundestag no longer has a fax connection; its contact page lists only a postal address, telephone number and email address expressly not intended for petitions. Transmission therefore did not take place.
The first petition actually received by the Bundestag is E-208090 of 31.08.2026, submitted via the online form (Annex 196_F2, Chronology No. 191). I informed the Committee of this correction on my own initiative.
