By a formal request to the management of Heidering prison (JVA Heidering), sent by fax with copies to the press office of the Senate Department for Justice (Senatsverwaltung für Justiz) and a journalists’ mailing list, I requested the immediate preparation, communication and handover of my sentence and reintegration plan and the holding of the prescribed sentence-plan conference. Time limit: 14 days.
Berlin prison law normally requires the plan within six weeks after the final decision is transmitted to the prison. Finality: 07.05.2025. Transfer to Heidering: 10.06.2025. On the date of this request, there was neither a plan nor a conference.
The request also makes clear what it does not seek: no favours, no pardon and no blanket leniency, but a public review by an independent court in accordance with the rule of law. In the event of refusal, a decision open to appeal is requested, with reference to §§ 108, 109 StVollzG.
Commentary — assessment by Dmitry Bagrash
This request is the starting point for everything that followed. The sentence and reintegration plan of 17.04.2026, which bases the risk of misuse on my “fight against the German justice system”, was drawn up only three months after this letter and around eleven months after the decision became final.
The diagnostic procedure from which all subsequent characterisations derive is dated the same 17.04.2026. The document used against me ever since therefore existed only because I had formally compelled its preparation.
Under point 4 I refer to Annex 84_F2, according to which a “common approach” was developed with the Senate Department on 11.08.2025, and request an official examination of that submission. I do not present it as established.

Until 30.08.2026, this document was missing from the Case 2 chronology and the website. It was documented subsequently; the gap is openly noted. The request gives 22.12.2022 as the date of imprisonment, while 14.12.2022 appears elsewhere — the discrepancy remains unresolved.
