17:16 — Constitutional complaint to the Federal Constitutional Court (Bundesverfassungsgericht), 17 pages, transmission OK. The one-month time limit under § 93 Abs. 1 Satz 1 BVerfGG is met.
17:18 and 17:35 — petition and supplement to the Senate Department for Justice (Senatsverwaltung für Justiz) via both fax lines, 23 pages each, both OK.
17:07 — transmission to the President of the House of Representatives (Abgeordnetenhaus) via (030) 2325 1048: ERROR. 18:29 — the same transmission via the correct number (030) 2325 1008: OK.
Correction: the President’s fax number had been wrong since March
The number (030) 2325 1048, which I have used in all letters since 30.03.2026, is not the fax line of the President of the House of Representatives. The correct number is (030) 2325 1008. Attempts to send to 1048 failed on 31.03.2026, 01.09.2026 and 02.09.2026; the renewed transmission of 20.04.2026 also went to this number.
Receipt by the President is therefore established for the first time on 02.09.2026 — not as early as March 2026. My earlier account was incorrect in this respect and has been corrected in all affected places.
Commentary — Dmitry Bagrash’s assessment
After five months and four unsuccessful attempts, the cause proved to be a wrong digit in my own records, rather than a technical failure. I record this here because the reliability of this documentation depends on my own errors also remaining visible.
What matters is that all addressees have been reached. The constitutional complaint has been in Karlsruhe since 02.09.2026.
