telephone numbers, with an explanation of the unconstitutionality, and submit a complaint over the refusal to provide a workplace (Annex 6, 3 pages_F3).

Two related strands come together here: the refusal to enable telephone calls and the refusal to provide a workplace. Both concern participation in normal life at the facility. I record their concurrence without inferring a proven intention from it.
