Transfer to work unit 2 at JVA Heidering correctional facility — renewed proximity to Pavlo S.
After working in work unit 3 since August 2025 without giving any cause for complaint, Bagrash was unexpectedly transferred to work unit 2, where Pavlo S. worked just a few metres away. An Open Statement dated 11.06.2026 documented the transfer; in it, Bagrash expressly stated that he had neither suicidal intentions nor any intention of violence towards Pavlo S..

Commentary — assessment by Dmitry Bagrash
Since August 2025, my work in work unit 3 had given no cause for complaint. The transfer was unexpected and brought me within a few metres of the same fellow prisoner whose threat I had previously reported in writing — most recently on 27.10.2025 in a declaration in lieu of oath (an Eides statt). I cannot judge whether this resulted from an incorrect risk assessment, a failure to pass on information between the institutions or something else. All that can be established is that the risk was on record.
