Letter to the institution’s management and conversation with Ms Mahlow
On 14.07.2026, Bagrash reported to the social work service, and on 15.07.2026 in writing to the management of JVA Heidering correctional facility, what he regarded as a concrete danger to his life: by then the distance at the workplace was only around three metres. He also reported an earlier death threat by Pavlo S. over alleged “paedophilia”, made back at JVA Moabit correctional facility.
A few minutes after the submission, Ms Mahlow invited Bagrash to a conversation attended by another social worker whose name he did not know — the same one who was also present at the meeting with unit head Lohmeier on 17.07.2026. Ms Mahlow confirmed the need to separate them but could not give a date, and suggested reporting sick — a suggestion that Bagrash expressly rejected.

Commentary — assessment by Dmitry Bagrash
This documents that the institution had the risk and the need for separation expressly confirmed by its own staff, without any discernible protective measures being taken by 17.07.2026. In my view, the suggestion to report sick is not a protective measure by the institution but shifts the burden of averting the danger onto me.
