Threats and pressure in custody 21.08.2026

The institution corrects its decision: no aggression established, suspension lifted

In a letter of 21.08.2026 (reference LBQ 4514-11/26, case officer Ms Nehrke), Justizvollzugsanstalt Heidering (Heidering correctional facility) replies to my submission of 06.08.2026. A summary of its content:

The institution’s finding

After review of the camera recordings from workshop 3, it was established that I was not the aggressor in the confrontation with a fellow prisoner. The suspension from the workplace was lifted with effect from 10.08.2026; I was fully reimbursed for the loss of earnings during the suspension from 05.08. to 07.08.2026. The institution considers the matter closed.

This is therefore an unusual situation: the institution itself assessed objective evidence — the camera recording — and reached a finding in my favour. It then lifted the adverse measure on its own initiative and compensated for the resulting loss.

Commentary — assessment by Dmitry Bagrash

I expressly acknowledge that the institution acted correctly on this point: it assessed objective evidence, evaluated it in my favour and reversed the consequences on its own initiative. I recognise that.

That is precisely why this document matters for the overall assessment. It shows that objective evidence can be assessed and that doing so leads to correction. It also demonstrates that I was not the attacker in the physical confrontation initially blamed on me — a finding to be read alongside the prognostic assumptions about alleged impulsivity and readiness for aggression in Annex 115_F2 and Annex 137_F2.

The question this raises for me is: if reviewing camera recordings can provide clarity within a few days, why is there no comparable clarification when it comes to access to the court, the passage of mail or the basis of my prognosis for sentence enforcement?
