Supplement to the Petitions Committee: request for a risk assessment covering all incidents together
On 21 October 2026 I sent the Petitions Committee of the Berlin House of Representatives a supplement to file ref. 7654. It sets out the documented threats by two fellow prisoners from July 2024 to August 2026 in ten points — without drawing conclusions about causes or connections.
I ask the committee to obtain information from the Senate Department for Justice: whether, after the reports of 22.07.2024, 27.10.2025, 15.07.2026 and 05.08.2026, a risk assessment covering all incidents together was ever made; what JVA Heidering knew when it moved me on 10.06.2026; which protective measures are in place now; and whether the new workplace was checked when I was moved in July 2026. I also ask it to press for a risk assessment by the supervisory authority or a body it appoints outside the prison.
Presumption of innocence
The presumption of innocence applies to both fellow prisoners. I do not claim that the incidents are connected; an independent body should examine that.
Commentary — assessment by Dmitry Bagrash
As far as I can see, each of my reports was treated as an isolated case. On 21.08.2026 the prison acted correctly (F5-021) — which is exactly why I consider an overall assessment both possible and necessary.
