Sending two constitutional complaints to the Federal Constitutional Court (Bundesverfassungsgericht)

On 16.06.2025 I sent two constitutional complaints within the time limit via Deutsche Post to the Bundesverfassungsgericht (Federal Constitutional Court), Schlossbezirk 3, 76131 Karlsruhe.

The respective tracking numbers are:

00340434391788509015 (Anlage: 45_(15)_F2)

00340434391788509022 (Anlage: 45_(22)_F2)

The complaints again document the continuing systematic denial of effective legal protection and the blocking of court submissions by correctional facilities.

According to the information on this shipment (DHL tracking), it was damaged, the recipient was not found (Bundesverfassungsgericht!!), and delivery demonstrably did not take place. (Anlage_59_F2)

Deutsche Post AG, shipment tracing service, 42093 Wuppertal. To Dimitry Bagrash, Ernst-Stargardt-Allee 1, 14979 Großbeeren. Received 21.07.25. Date: 14.07.2025. Re: taking back your shipment with tracking number 00340434391788509015.

Dear Sir or Madam, unfortunately we could not deliver your shipment addressed to the Bundesverfassungsgericht, Schlossbezirk 3, 76131 Karlsruhe, to the recipient. One possible reason, for example, is that the recipient refused to accept it. Where delivery is not possible, we return the shipment to the sender.

Unfortunately, you — the original sender — refused to accept this returned shipment. It has since been stored at one of our shipment tracing facilities. Please understand that we cannot store undeliverable shipments free of charge. Therefore please tell us in the enclosed reply letter to whom we can deliver your shipment.

The additional transport and storage of the shipment incurred costs, which we hereby invoice to you: transport charges / surcharges 0,00 €; flat charge for storage and special handling 29,40 €; transport charge for redelivery 7,49 €; total 36,89 €.

Commentary — Dmitry Bagrash’s assessment

Sending by registered post with tracking numbers was a response to the preceding postal incidents: what cannot be taken down in an official record must at least be sent with proof of dispatch. The tracking numbers are what make the course of events over these weeks independently verifiable.
