Arbitrary “acknowledgement of receipt” of my complaint of 25.07.2025 (see point 100)
I regard the unlawful refusal on 01.08.2025 by the officer on the unit at Heidering Prison (JVA Heidering), Mr Mattusch, to hand over my opened letter as a targeted and “creative” response, or an arbitrary acknowledgement of receipt of my formal complaint of 25.07.2025 to the Berlin Senate Department for Justice (Annex 58_F2, RR 9480 3438 2DE). This action again seriously obstructed my announced contact with the European Court of Human Rights (EGMR) and actively suppressed my right of access to justice. The events are documented in my declaration in lieu of an oath of 02.08.2025 (Annex 61_F2).

I note the temporal connection: my complaint of 25.07.2025 remained unanswered, and on 01.08.2025 a letter was withheld from me. I do not claim proven causation; I record the sequence and leave the assessment to the reader.
