Start of an indefinite hunger strike over denial of access to justice and inaction by the Senate Department for Justice
On 04.08.2025 at 06:20, I began an indefinite hunger strike. The reason is the systematic denial of my access to the registry official continuing since 10.06.2025 and the continued inaction of the Senate Department for Justice concerning my complaints (20.06.2025 and 25.07.2025). A further reason is the active obstruction of my access to the European Court of Human Rights and the Federal Constitutional Court (Bundesverfassungsgericht) through arbitrary suppression of my mail, documented in my declaration in lieu of an oath of 02.08.2025. I had formally announced the hunger strike beforehand to the Senator for Justice, Dr. Felor Badenberg, and State Secretary Dirk Feuerberg. (Annex 62_F2)

Dear Senator Dr. Badenberg, dear State Secretary Feuerberg, I hereby announce that I will begin an indefinite hunger strike on 04.08.2025 at 06:20.
This drastic step is taken because of the systematic and ongoing denial of my right of access to justice since 10.06.2025, particularly the continued blocking of my access to the registry official, and because of the continued inaction of the Senate Department for Justice concerning my complaints of 20.06.2025 and 25.07.2025.
Moreover, the latest arbitrary suppression of my mail — as described in my declaration in lieu of an oath of 02.08.2025 — documents active obstruction of my access to the European Court of Human Rights (EGMR) and the Federal Constitutional Court.
I consider myself compelled to use this means to draw attention to the serious violations of my fundamental rights (particularly under Art. 19 Abs. 4 GG and Art. 103 Abs. 1 GG), and I demand the immediate restoration of my rights guaranteed by the rule of law.

Commentary — assessment by Dmitry Bagrash
The second hunger strike began after almost two months of denied access to the registry official at Heidering Prison and continued inaction by the supervisory authority. It is therefore not an expression of an attitude, but a continuation of the same blockade in another institution — the change of prison has not changed the outcome.
