Receipt of the letter of 13.11.2025 / statement of Heidering correctional facility (JVA Heidering)
On 18.11.2025 I received for information the Berlin Regional Court letter of 13.11.2025, requesting comments within two weeks. The subject was the JVA Heidering statement of 07.11.2025, signed by MTAL 1, Mr Lohmeier.
In it JVA Heidering states, among other things:
No post for me had been held back.
No incoming post had been opened or contents removed.
No records of incoming or handed-over post are kept at JVA Heidering.
The JVA denies that the annexes to the court letter were removed inside the facility.
The facility “suggests” that the court send the annexes to me again.
This statement again indirectly confirms the structural problem: The JVA keeps no documentation of postal routes and denies any interference — while repeatedly documented tampering, open envelopes and missing annexes have occurred. My comprehensive response to LG Berlin of 24.11.2025 expressly refers to this (Annex 91_F2).
Comment — assessment by Dmitry Bagrash
The facility denies all postal tampering and simultaneously states that no records are kept of incoming and handed-over post. Together these create an evidential situation structurally disadvantaging prisoners: without documentation, neither the facility’s account can be refuted nor the prisoner’s account corroborated. The statement is signed by building head Lohmeier (MTAL) — the same office that previously decided access to the registry official.

Note: Annex 91_F2 (JVA Heidering statement of 07.11.2025) is currently not found in the Drive index (drive_index.json) — neither under the annex number nor in the plain-text index. The full wording therefore cannot yet be embedded as a tab; the summary above uses the complainant’s wording. Once the Drive link is supplied, this page can be supplemented with the full text.
