Renewed parliamentary submissions to the Abgeordnetenhaus von Berlin after a failed fax attempt
On 20.04.2026 I again sent parliamentary submissions to the Abgeordnetenhaus von Berlin (the parliament of the Land of Berlin), particularly to its President, the Petitions Committee and the Committee on Constitutional and Legal Affairs, Rules of Procedure and Consumer Protection. This was because the original fax attempt to the President of the parliament on 31.03.2026 had failed according to the fax transmission report.
According to the transmission report, the fax attempt to fax number (030) 2325-1048 on 31.03.2026 at 23:37 under Fax-ID 16438810 was documented with the status “Transmission: FAILED”. I could therefore not assume that the parliamentary notification of 30.03.2026 had reached the parliament in a verifiable manner.
I therefore sent the submissions again, this time directly to the competent parliamentary bodies, asking for confirmation of receipt, notification of a reference number and examination of whether to take up the matter of a possible structural gap in judicial protection in Berlin prisons and Berlin courts. The letters again emphasised that, despite repeated enquiries and fax escalation letters, my appeal on points of law of 13.01.2026 in case 599 StVK 215/25 Vollz still lacked traceable evidence of submission or forwarding.
Commentary — assessment by Dmitry Bagrash
This point is important because the fax transmission report shows that the fax number or fax route initially used to contact the parliament did not work. The renewed transmission therefore served not merely to repeat the submission but to provide verifiable parliamentary documentation of the problem of judicial protection. On 30.03.2026 I prepared a parliamentary notification concerning what I see as a threatened failure of effective judicial protection in Berlin prisons and Berlin courts. According to the transmission report available to me, the fax attempt addressed to the President of the parliament on 31.03.2026 failed.
The transmission report records, for fax number (030) 2325-1048 on 31.03.2026 at 23:37, Fax-ID 16438810, 2 pages sent and the status “Transmission: FAILED”. As I therefore cannot assume that my notification has reached the parliament in a verifiable manner, I am sending it again today, on 18.04.2026. I ask that the matter be noted at parliamentary level and that the bodies competent in the subject matter — particularly the Petitions Committee and the Committee on Constitutional and Legal Affairs, Rules of Procedure and Consumer Protection — also be involved.
I request: 1. written confirmation of receipt of this letter; 2. information on whether and by what route consideration by the competent parliamentary bodies is being arranged; 3. brief information on the further parliamentary procedure.

The subject is the handling of my appeal on points of law recorded on 13.01.2026 in case 599 StVK 215/25 Vollz, which has still not been clarified in a traceable manner, and the repeated experience that written confirmations, evidence of forwarding and answers in the proper legal form are absent despite documented submissions.
I ask the Petitions Committee to note these events as a possible structural gap in judicial protection in Berlin prisons and in the interaction between Berlin courts, and to examine them at parliamentary level. The letter is being sent today, on 18.04.2026, by fax to the committee fax number indicated below.

In this letter I ask the Committee on Constitutional and Legal Affairs, Rules of Procedure and Consumer Protection for parliamentary consideration of an event which, in my assessment, goes far beyond an individual case.
Essentially, my appeal on points of law recorded on 13.01.2026 in case 599 StVK 215/25 Vollz has to date lacked traceable evidence of submission or forwarding, despite repeated enquiries and the documented fax escalation of 30.03./31.03.2026.
In addition, from my perspective there is a recurring pattern of missing written decisions, absent confirmations of receipt and difficulty in verifying steps taken to direct proceedings. I am sending this letter directly to the committee by fax on 18.04.2026 to enable independent parliamentary notice of the matter.
I request: 1. written confirmation of receipt of this letter; 2. information on whether the committee will take up the matter or request a statement from the competent bodies; 3. brief information on the committee’s further course of action.

Correction of 02.09.2026: the number was wrong
The repeated failure had a simple cause which I have only now learned: (030) 2325-1048 is not the fax number of the President of the parliament. The correct number is (030) 2325 1008.
I had used the wrong number throughout since 30.03.2026 — also for the renewed transmission on 20.04.2026 and the transmissions of 01. and 02.09.2026. All these attempts failed. Only the transmission to 1008 on 02.09.2026 at 18:29 was successful.
This requires a correction of my own account: Receipt by the President of the parliament is first evidenced for 02.09.2026, not already since March 2026. This does not apply to the Petitions Committee and the Committee on Constitutional and Legal Affairs; their fax connections demonstrably work.
