21.08.2026 — multiple transmissions. To safeguard my access to court immediately and report the continuing obstruction with secured evidence (see No. 183), I used judicial, internal prison and parliamentary transmission routes in parallel. At 10:00, the urgent supplement to the petition proceedings reference 6903/19 was emailed to petmail@parlament-berlin.de; at 10:03, the urgent application was emailed to post@jvahdr.berlin.de.
On the same day, complete fax packets were transmitted to five destinations: 11:37, JVA Heidering (030 901473-253, 3 pages); 11:38, JVA Heidering via a second route (030 901473-231, 3 pages); 11:41, Landgericht Berlin I (030 9014-2010, 8 pages); 11:42, the Petitions Committee of the Berlin House of Representatives (Abgeordnetenhaus Berlin; 030 2325-1478, 8 pages); 11:46, a copy to Zossen Local Court (Amtsgericht Zossen; 03377 307-100, 8 pages). All five transmission reports show “Transmission: OK”.
Until 23.08.2026 — continued failure to hand over the letter despite knowledge. The registered letter delivered on 19.08.2026 had still not been handed over, although the JVA management had specific information about the tracking number, the contents subject to a procedural time limit and the threatened reduction in time remaining, no later than the email of 21.08.2026 and the two successfully transmitted faxes. The Regional Court, Petitions Committee and Amtsgericht Zossen had also been informed by urgent notifications.
24.08.2026, 09:37–10:30 — urgent judicial and supervisory measures. Before the actual handover, an additional urgent application under §§ 109, 114 paras. 2 and 3 StVollzG was successfully transmitted to LG Berlin I (case reference 595 StVK 68/26 Vollz, 11 pages, 09:37), together with a supervisory complaint to the Senate administration for justice via two fax routes (13 pages each, at 10:28 and 10:30). The court and the authority exercising oversight of the prison’s substantive work (Fachaufsicht) were thus formally informed before the actual handover.
Commentary — assessment by Dmitry Bagrash
From the proven multiple notifications on 21.08.2026 onwards, the continuing failure to hand over the letter can no longer be assessed merely as an unexplained internal mail route. At that point, all responsible bodies — the JVA, court, Petitions Committee and Amtsgericht Zossen — had specifically documented knowledge of the risk to effective legal protection.
