Federal mail takes eleven days — and the period coincides with the first delay

On 03.09.2026, the Petitions Committee of the German Bundestag (Petitionsausschuss des Deutschen Bundestages) acknowledges receipt of my letter of 31.08.2026 and communicates case reference Pet 1-21-06-99999-023282. The envelope bears a franking imprint of the private delivery service PIN Mail with the dates 04. and 08.09.2026. The letter is handed to me only on 15.09.2026.

I note that the posting of this letter (04.–08.09.2026) is a few weeks apart from the already documented late handover of my registered letter RT508494813DE (19.–24.08.2026) — not in the same week — and coincides with the period in which the Berlin Regional Court I (Landgericht Berlin I) proposes resolving that earlier matter at no cost (595 StVK 134/26 Vollz, Annex 211_F2).

What I do not claim

I do not claim that this delay arose from the same cause as the preceding one. PIN Mail is a private regional delivery service, not Deutsche Post; from the envelope alone I cannot distinguish whether the item arrived earlier at the prison and remained there, or whether the postal journey itself took that long. I record the period as a second documented case.

Commentary — Dmitry Bagrash’s assessment

I therefore have a second item of evidence, documented independently of the prison, of a delay of several days in official mail — this time federal mail, not mail from a Land authority. This matters for the Regional Court’s proposal to discontinue the earlier proceedings without a formal procedure: a second incident within a few weeks supports a risk of recurrence that a mere statement declaring the matter resolved (Erledigungserklärung) does not remove.
