Case 2 · Prison · Video-call ban

Court: the ban was unlawful. Prison: no breach of duty. Disciplinary complaint against Mr Lohmeier rejected

16.10.2026 · Zugang 27.10.2026

In a decision dated 16 October 2026, handed to me on 27 October 2026, the governor of JVA Heidering rejects as unfounded my disciplinary complaint of 1 October 2026 against Mr Lohmeier: the officer had commented on the allegations; after examination no breach of duty had been found; there is no legal right to more detailed reasons. The measure complained of – the ban on my video calls of 22 July 2026 – was set aside as unlawful by the Regional Court Berlin I on 11 September 2026 (595 StVK 126/26 Vollz).

The decision is signed in type “Kratz, Anstaltsleiter”; it bears no handwritten signature. Its reference is my prisoner number; the contact person named is Ms Metz, the current head of House 1. My supervisory complaint of 1 October 2026 to the Senate Department (Anlage 223_F2) has not been answered. That such a decision need not give detailed reasons is in line with case law. The result remains: a court set the measure aside as unlawful – and no one is responsible. Next: F2-230 · dossier: video-call ban.
