Petitions Committee closes the expulsion petition – and records: the Federal Office found a ban on deportation to Russia

By letter of 10 September 2026 (ref. 7119/19, Ms Herzog), received on 25 September 2026, the Petitions Committee of the Berlin House of Representatives closes my petition of 21 May 2026 against the intended expulsion. It reproduces the statement of the Senate Department for the Interior, which says: “On 17 March 2026 the Federal Office for Migration and Refugees found that a ban on deportation under § 60(5) and (7) of the Residence Act exists with regard to the Russian Federation.”
It goes on: the ban does not prevent expulsion, it “merely prevents the enforcement of the obligation to leave”; an expulsion would extinguish my settlement permit (permanent since 17 July 1995, as a Jewish quota refugee). The expulsion proceedings are “still open”. The Senate Department rejects my allegation that they are meant to put pressure on me in the criminal case. My assessment: a federal authority has found that I face dangers in Russia that prohibit deportation. An expulsion would therefore not send me to Russia – it would take away my right of residence after 34 years in Germany. Acknowledgement of receipt: Anlage 215_F2. The assessments are mine.
