The sentence plan verbatim: complaints, e-mails and publications as reasons against open prison

The written sentence and reintegration plan of JVA Heidering of 26 October 2026 (conference 23 October 2026, handed over 27 October 2026) is now available as a scan: 14 pages and an overview of measures. It names no person. Conference participants: “TAL’in 1; GL’in 1-5/6; GL’in 1-1/2”, lead author “GL’in 1-5/6”, closing “Im Auftrag / GL’in 1-5/6” – unsigned.
Against open prison the plan cites that I “have already shown willingness to carry out publications and other public activities”; that if my demands are not met I threaten “sending a multitude of e-mails, lodging further complaints, publicising the matter and hunger strike”; that I “repeatedly insist on a written decision” and announce I will publish it (pp. 3, 9). Flight risk: “Mr B. still rejects the judgment passed against him” (p. 3). As a measure: “referral to an external provider for offence work (e.g. for deradicalisation measures; VPN)” (p. 6). In my favour, according to the plan: no disciplinary reports, work rated “good” to “very good”, no substance problem – not enough (p. 4). The prognosis is copied word for word from the assessment of 17 April 2026, including the LSI-R score of 20, “risk of reoffending in the lower average range” (pp. 11 f.; Anlage 137_F2). The plan calls the threats against me merely a “threat situation” (p. 5); that the prison itself found on 21 August 2026 that I was not the aggressor (Anlage 14_F5) is not mentioned. To my knowledge (door sign, prison letters) the abbreviations stand for: TAL’in 1 – Ms Metz, GL’in 1-5/6 – Ms Mahlow, GL’in 1-1/2 – Ms Dahms. A group leader with the function “GL’in 1/5-6” told me as early as 13 March 2026 that she opposed open prison because I do not admit guilt and want to publish officials’ names (Anlage 156_F2). Information about my son is redacted. My assessment: the prison treats the exercise of rights as a danger. I did not commit the offence; there will be no confession. Application to the chamber: F2-226, F2-229.
