Discontinuation of the investigation by the Berlin Public Prosecutor’s Office
The Berlin Public Prosecutor’s Office discontinued proceedings 3024 Js 12009/24 pursuant to § 170 Abs. 2 StPO: a conviction based solely on the complainant’s statements did not appear sufficiently likely. No further attempts were made to identify the course participants named by Bagrash because the prospects of success were low.

The Public Prosecutor’s Office discontinued the proceedings without questioning the witnesses I had named — citing low prospects of success and proportionality. In my view, this does not establish that the threat did not occur, but only that it was not investigated.
