Phone account can be topped up again – according to the operator a fault, not a block; outage of phone and TV on 3 November 2026 resolved
02.–04.11.2026
Since 2 November 2026 payments into my phone account 127-281-20 are possible again; a first top-up has arrived. Telio wrote to me on 4 November 2026: “The fault concerned payments via the cyou.org website and was fixed on Monday; there was no account-specific block of your account.” The prison also told me the problem had been fixed.
On 3 November 2026 at about 18:17 the phone and TV in my cell went completely dead; to my knowledge everything worked in the neighbouring cells. The outage lasted at least until the next morning. On 4 November 2026 at 7:00 I asked the prison management in writing to restore the connection. In the afternoon Mr Giehl of the prison management told me it had been a technical fault; the connection is restored. I thank him. The Federal Commissioner for Data Protection accepted my complaint against Telio of 15 October 2026 for processing on 2 November 2026 (ref. D I 5-1932#8769). I declare the application for an interim order before the enforcement chamber settled (Anlage 281_F2); my application on phone charges of 29 October 2026 is unaffected (F2-231). The question left open in my entry of 1 November 2026, whether this was a block, is answered: it was a fault (F2-240).
