Correction on outdoor exercise and request to the House of Representatives: why do fellow prisoners who threatened me keep ending up near me?

My letters of 2 November 2026 said that since 2024 I have stayed away from outdoor exercise out of concern for my safety. That was inaccurate. I do not fear for my safety in the yard. I voluntarily stay away from outdoor exercise and leave my cell only to work, to give as few opportunities as possible for further provocations against me. The correction went by fax on the evening of 2 November 2026 to the prison, the enforcement chamber, the National Agency and the CPT, and by e-mail on 3 November 2026 to the prison, the National Agency, the Petitions Committee and the editors.

Since July 2024 two fellow prisoners who threatened me have successively been placed close to me – despite my reports, for months in the same unit of JVA Moabit and later at the same workplace in JVA Heidering (F5-004, F5-008, F5-009). I am convinced this is no coincidence and suspect the Berlin Attorney General’s Office is behind it; I cannot prove it (F5-013). The presumption of innocence applies to the fellow prisoners. I have asked the Petitions Committee of the House of Representatives (Gz. 7654) to obtain information from the Senate Department and, if necessary, to involve the Legal Affairs Committee: who decided in 2024 not to separate us; who assigned the workplaces in 2025 and 2026; whether a risk assessment was ever made; and whether law enforcement contacted the fellow prisoners in connection with statements about me or granted them advantages.
