Annex 160_F2 — Open Statement concerning the video-call ban

The public statement concerning the three-month video-call ban. It records my continuing interest in a judicial finding owing to the risk of repetition and the interference with freedom of expression and journalistic activity.

Concerning the Senate Department’s role: In this statement, the information channel was described as requiring clarification. An instruction from the Senate Department was expressly not asserted — this was an open question at that time (now answered; see the correction below).
Context. The legal part of the same matter is the final statement of 14.08.2026 (Annex 159_F2) with an application for interim judicial protection.
Source of information: the chronology of case 2 maintained by Dmitry Bagrash. This page summarises the material content rather than reproducing the document in full. Assessments are identified as such and do not replace a judicial finding.
Correction of 08.09.2026 — the open question has been answered. In its statement of 25.08.2026 (Annex 205_F2) JVA Heidering states: in this matter, an email from the Senate Department to the prison did not exist; the prison itself was an addressee of the press letter of 12.07.2026; in this case, coordination with the Senate administration did not take place. I accept this information. The information channel is no longer treated here as an open question. What remains unchanged is that, according to the prison’s own account, the measure was triggered solely by press information.
