Case 5 · Threats in prison

National Agency for the Prevention of Torture and European anti-torture committee (CPT) informed

02.11.2026 · per Telefax und E-Mail

On 2 November 2026 I informed the German National Agency for the Prevention of Torture (12:59, FAX-ID 17715156, also by e-mail) and the Council of Europe’s European Committee for the Prevention of Torture (CPT, 12:53, FAX-ID 17715119) about my conditions of detention: the threats by fellow prisoners, my de facto self-isolation since 2024 and a sentence plan that treats complaints as a risk.

Neither body decides individual complaints; I ask them to take the information into account in visits and in their dialogue with the Berlin authorities – in particular protection from violence among prisoners, outdoor exercise for prisoners at risk and documentation of reported threats (Anlage 18_F5, Anlage 17_F5). I know of no risk assessment that considers all incidents reported since July 2024 together; I applied for one to the prison on the same day (Anlage 275_F2). Correction of 3 November 2026: I do not fear for my safety in the yard; I voluntarily stay away from outdoor exercise to give as few opportunities as possible for further provocations. Since July 2024 two fellow prisoners who threatened me have successively been placed close to me despite my reports. I am convinced this is not a coincidence; I cannot prove it (Anlage 20_F5, Anlage 21_F5, F5-026). The presumption of innocence applies to the fellow prisoners. Earlier: F5-024.
