What is publicly verifiable

06.05.2022 · Berlin
Several media outlets report that, after a bottle was thrown, a suspicious object (a canister/container with wires) was discovered and the police were alerted. Feoktistov is named as a source/spokesperson.
02.02.2023 · Sputnik (ru)
Feoktistov is quoted as saying: „Это он. Это, предположительно, Дмитрий Баграш … мы заявили в полицию."
= “That's him. Presumably Dmitry Bagrash … we filed a complaint with the police.”
→ This statement was never seriously investigated by Senior Public Prosecutor Wachs (OStA).
Late May / June 2025 · UN document A/80/518–S/2025/698
The Berlin authorities did not extend Feoktistov's residence permit. Departure by 19.08.2025 was ordered. In addition: a search and the seizure of family members' passports.

Feoktistov's statements about Dmitri Bagrash

In articles dated 02.02.2023 (Sputnik publications), Feoktistov is quoted as saying that Dmitri Bagrash was “предположительно”/“presumably” the person behind the incident.

Source note

This content must be treated as quotations from the source and distinguished from judicial findings. The crucial point: Feoktistov publicly stated that he had filed a complaint with the police — the naming of an alleged perpetrator by a senior figure in Russian state media.

Senior Public Prosecutor Wachs (OStA) argued that an intelligence-service provocation was implausible because no one had informed the police of the alleged perpetrator's name. Feoktistov's public statement of 02.02.2023 directly refutes this argument.

The obstructed expert

The document “Täuschung als modus operandi” (“Deception as a modus operandi”) describes how Prof. Andreas Heinemann-Grüder — an adviser to Germany's federal government on Eastern Europe — was intended to serve as a knowledgeable witness to explain Russian structures. His questioning in the proceedings was restricted.

Quotation from the agent's report (Text II): “The assistance offered to the court and the investigation by Professor Andreas Heinemann-Grüder, an adviser to the German government on Eastern Europe who knows enemy ‘B’ well, was rejected in court. Quote: ‘What could this university professor possibly tell us?!’” From the satirical agent's report · → Humour page
Requires confirmation

Without the hearing record, the exact wording cannot be independently verified. Confirmation can only come from Professor Heinemann-Grüder himself.

For parliament and the press

  1. When and in what form was the statement by Feoktistov dated 02.02.2023 registered by the investigating authorities? What was the registration number?
  2. What investigative measures followed Feoktistov's statement that he had filed a complaint?
  3. Was the role of media narratives from the milieu of Russian state media considered in investigative decisions?
  4. What contacts/communication channels existed between Feoktistov and the investigating authorities in the period 2022–2023?
  5. Did Senior Public Prosecutor Wachs (OStA) knowingly mislead the court when he stated that no alleged perpetrator had been named?
