Dmitry Bagrash files a constitutional complaint against denial of access to a court registry official (Urkundsbeamter)
The imprisoned activist Dmitry Bagrash (JVA Heidering) filed a constitutional complaint with the Bundesverfassungsgericht on 10.07.2026. It concerns the German courts' refusal over months to give him access to a court registry official — the only way for an unrepresented prisoner to lodge time-limited legal remedies validly.
The complaint challenges an order of the Kammergericht Berlin (Berlin Higher Regional Court) of 12.06.2026 (case reference 5 Ws 17/26), which dismissed the relevant Rechtsbeschwerde (appeal on points of law) as inadmissible, and the underlying orders of the Landgericht Berlin I (Berlin Regional Court I). Violations of Art. 19 Abs. 4 GG (effective legal protection), Art. 103 Abs. 1 GG (right to be heard) and Art. 2 Abs. 1 in conjunction with Art. 1 Abs. 1 GG are alleged.
Submission is evidenced by two fax transmission reports: 98 pages to the Bundesverfassungsgericht (03:28) and 155 pages to the Kammergericht (03:33), both with the status “Transmission: OK”.
In an accompanying Open Statement, Bagrash addresses journalists, members of the German Bundestag, the European Court of Human Rights and the UN Human Rights Committee.
